EU Orders Google to Open Android to ChatGPT and Claude by July 2027 — DMA AI Assistant Access Ruling

EU Commission ordered Google under DMA to open Android to ChatGPT and Claude by July 2027 — voice activation, screen context, app actions required. Search data sharing from January 2027. Google warns of unprecedented privacy risks. First OS-level AI assistant competition mandate. Timeline risk: Google appeals likely push to 2028-2029.

EU DMA ORDER — KEY REQUIREMENTS

Who issued: EU Commission under Digital Markets Act (DMA) Articles 6(7) and 6(11)
What Google must do: Open Android to rival AI assistants including ChatGPT and Claude
Capabilities required: Voice activation, screen context, app actions, on-device resource access
Deadline: July 2027
Also required: Share Search data from January 2027
Google's response: Warned of "unprecedented" privacy and security risks
Who benefits: Anthropic (Claude), OpenAI (ChatGPT), potentially Grok, Perplexity
Scale: Android has ~3 billion active devices globally

What the EU Actually Ordered

The EU Commission ordered Google to share Search data from January 2027 and open Android to rival AI assistants like ChatGPT and Claude by July 2027 under DMA Articles 6(7) and 6(11). Voice activation, screen context, app actions, and on-device resource access are all required. Google warned of unprecedented privacy and security risks. The scope of the access order is significant: voice activation means rival AI assistants can be invoked by voice command on Android devices, the same way "Hey Google" activates Google Assistant. Screen context means the AI can see what is on the screen, the same capability that powers Gemini Live's "see anything you see" feature announced at Samsung Galaxy Unpacked. App actions means the AI can interact with other apps. On-device resource access means local model execution and sensor access.

These are precisely the capabilities that make Gemini on Android significantly more capable than any third-party AI assistant currently available on Android. Gemini can see your screen, interact with apps, and be invoked by voice because it has OS-level access. ChatGPT and Claude on Android are currently restricted to their own app containers — they cannot see what you are doing in other apps or be invoked system-wide. The EU order changes this by July 2027.

The Search Data Requirement — Separate and Also Significant

The Search data sharing requirement — starting January 2027, six months before the Android access deadline — is a separate provision. Google must share search query data with competitors, giving them access to the signal that has made Google Search the dominant training data source for search-quality web content. For AI assistants that rely on web search for grounding (Perplexity, ChatGPT with Browse, Claude's web search) — access to Google Search data improves answer quality on queries where Google's index is deeper than Bing's or DuckDuckGo's. This is particularly relevant for recent events and local queries where Google's coverage advantage is most significant.

Google's "Unprecedented Privacy and Security Risks" Argument

Google's privacy and security objection is substantive, not just lobbying. Giving third-party AI assistants screen context, voice activation, and on-device resource access creates a meaningful attack surface: a compromised or malicious AI assistant with these permissions could surveil everything on the device. Google's own Gemini has these permissions because Google controls both the OS and the AI — it can enforce its own data practices. A third-party AI assistant with OS-level access operates under a different governance model. The EU's position is that competition law requires the access regardless. Google will almost certainly appeal and the July 2027 deadline will likely slip into litigation. The order is historically significant either way — it is the first regulatory mandate requiring OS-level AI assistant access for competitors.

What This Means for Anthropic and OpenAI

Anthropic (Claude): If the order holds, Claude could be invocable by voice on ~3 billion Android devices with screen context access — the same capability that makes Gemini Live powerful. This is distribution at a scale Anthropic cannot build independently. The Samsung Galaxy Unpacked Gemini integration (3 days ago) shows what OS-level AI access can do — the EU order would extend this to Claude on Android by July 2027.

OpenAI (ChatGPT): Similar opportunity as Anthropic, plus OpenAI already has a hardware distribution deal with Apple for iOS Siri integration. Android access via DMA would give OpenAI symmetric position across both major mobile OS platforms — an unprecedented competitive position against Google's own AI in Google's own operating system.

Timeline risk: Google has resources and legal precedent arguments to delay this well past July 2027. DMA enforcement has historically moved slowly. Model this as a 2028-2029 practical impact scenario rather than a confirmed July 2027 outcome.
