Finland has ordered Google to halt site work on two data centre developments at Muhos and Kajaani, part of a EUR 13 billion expansion in a region sometimes described as the Texas of Europe. An estimated 250,000 trees across roughly 740 acres were cleared before the environmental impact assessment was complete, and Finnish police are investigating suspected illegal logging.
The halt order came earlier in October; the newer development is the criminal investigation and the scale of the clearance becoming public. Finland's environmental impact assessment law requires the assessment to precede site preparation, not accompany it, which is the specific sequencing at issue.
It is the clearest case so far of AI infrastructure meeting a planning regime that can actually stop it. Compute commitments are being announced faster than permits can be granted, and this is what that gap looks like when a regulator tests it.
