● Cohere A government is buying equity. Canada has agreed to invest up to $1.14bn in the Series E.
● Mistral No equity needed. The weights are on Hugging Face, and access "can’t be cut off by definition."
● The split Two routes to sovereign AI: own the company, or own the file.
On the Cohere figures. The company and Bloomberg describe the same round differently. Cohere says it is targeting up to C$7bn at a C$35.7bn valuation; Bloomberg reports up to $5bn at a $20.5bn valuation excluding the new money. Both are given below rather than averaged into one number.
| Cohere | Mistral |
|---|
| The move | First close of a Series E announced 29 October 2026 | Weights for Mistral Large 4 released 29 October 2026 |
| Round size | Targeting up to C$7bn (Bloomberg: up to $5bn) | Not a funding event |
| Valuation | C$35.7bn per the company; $20.5bn per Bloomberg, excluding new money | Not disclosed in this release |
| Government role | Government of Canada investing up to $1.14bn, per Bloomberg | None in this release - the sovereignty claim is technical, not financial |
| Lead investor | Schwarz Group companies, having committed $600m earlier | Not applicable |
| Other backers named | Bell Ventures and Bullhound Capital (new); Inovia Capital, Nvidia and Prosperity7 Ventures (earlier) | Not applicable |
| What a buyer gets | A vendor relationship with a nationally backed company | A trillion-parameter model file you can run on your own hardware |
| Can access be withdrawn? | In principle yes - it is a commercial relationship | Mistral’s VP of Science: access "can’t be cut off by definition" |
Cohere: sovereignty through ownership
Cohere announced on 29 October that it has completed the first close of a Series E it intends to grow to as much as C$7 billion, at a valuation the company puts at C$35.7 billion. Bloomberg reports the round could reach $5 billion at a $20.5 billion valuation excluding the new money.
The structurally interesting part is who is on the cap table. The Government of Canada has agreed to invest up to $1.14 billion, per Bloomberg - not a grant, not a compute subsidy, but equity in a frontier lab. Schwarz Group companies lead the round having committed $600 million earlier, with Bell Ventures and Bullhound Capital new, alongside existing investors Inovia Capital, Nvidia and Prosperity7 Ventures.
Cohere’s CFO said the first close includes "most of it" without putting a figure on how much of the target is committed, which is the one number a reader would actually want.
Mistral: sovereignty through distribution
Mistral made no funding announcement. It released the weights to Mistral Large 4, its trillion-parameter model, on Hugging Face and through its API, and pitched it explicitly at sovereign cyber defence for enterprises and governments, deployable on-premises.
Pierre Stock, Mistral’s VP of Science, framed the argument in one line: with open weights, access "can’t be cut off by definition." That is a different theory of sovereignty from Canada’s. It does not require a government to hold shares, because it does not require anyone’s permission at all.
Mistral claims Large 4 is comparable to GLM-5.3 on cyber work while using 47% fewer tokens per task, and that it outranks all other open models on Artificial Analysis’ Coding Agent Index.
Which theory of sovereignty survives contact?
Both approaches answer the same fear - that a national government or a regulated industry cannot depend on a model controlled by a foreign company - and they fail in different places.
| Risk | Equity stake (Cohere) | Open weights (Mistral) |
|---|
| Vendor withdraws access | Mitigated by influence, not guaranteed | Eliminated - you already hold the file |
| Vendor goes under | Equity does not keep a service running | The weights keep working |
| Model falls behind | A funded lab can keep training | You hold a snapshot and need the next release |
| You need support and updates | A commercial relationship provides both | You provide both, or buy them separately |
| Capability leaks to an adversary | Controlled distribution | Anyone who can download it can run it |
The honest summary is that equity buys continuity of a company and open weights buy continuity of a capability. A government worried about a supplier disappearing wants the weights. A government worried about having no domestic industry at all wants the equity. Canada appears to have decided the second problem is the more expensive one.
Frequently asked questions
How much did Cohere raise?
Cohere announced the first close of a Series E on 29 October 2026, targeting up to C$7 billion in total. Bloomberg reports the round could reach $5 billion. Cohere’s CFO said the first close includes "most of it" without giving a figure.
What is Cohere’s valuation?
Cohere says the round would value it at C$35.7 billion. Bloomberg puts the valuation at $20.5 billion, excluding the new money. Both figures describe the same round.
Is the Canadian government investing in Cohere?
Yes. Per Bloomberg, the Government of Canada has agreed to invest up to $1.14 billion in the Series E, joining existing investors including Nvidia, Inovia Capital and Prosperity7 Ventures.
What does sovereign AI actually mean?
It is used for two different things. One is national ownership or control of an AI company, which is what Canada’s investment in Cohere represents. The other is technical independence - holding model weights you can run yourself without a vendor’s permission, which is what Mistral means when it releases Large 4 openly. The two can conflict.
Is Mistral Large 4 free to use?
The weights were released on Hugging Face on 29 October 2026 and can be deployed on-premises, so there is no per-token cost once you are running it on your own hardware. Mistral did not name a licence in the release, so check the model card before commercial deployment.
Which is the better bet for a government buyer?
If the fear is that a supplier could withdraw access, open weights settle it outright - you already hold the file. If the fear is having no domestic AI industry, equity in a national lab addresses something open weights cannot. They are answers to different questions rather than competing answers to one.
