THE VERDICT
● Purpose-built tutors withhold the answer by design and ask questions instead. That constraint is the product.
● General assistants produce the answer immediately, which is useful for checking and unhelpful for learning.
● Worth knowing: New York City just barred both from pre-K through 8th grade.
The actual difference
| Purpose-built tutor | General assistant |
| When asked for the answer | Asks what you have tried | Gives it |
| Curriculum alignment | Built in | None |
| Parent or teacher visibility | Usually included | None |
| Breadth | Narrow by design | Anything |
| Cost | Subscription, varies | Free tiers available |
THE CONSTRAINT IS THE FEATURE
A general assistant that refuses to answer would be a bad general assistant. A tutor that answers immediately is a bad tutor.
They are optimised for opposite things, which is why using a general assistant as a tutor tends to produce completed homework and no learning.
What New York decided
The Department of Education's policy, released 3 September, bars student-facing generative AI — chatbots and AI tutors both — from pre-K through 8th grade, caps individual device time at 30 minutes in grades 3 to 5 and 45 in 6 to 8, and reserves high school access for literacy, career readiness and five pilot schools.
Naming tutors alongside chatbots is the notable part. The district considered the strongest argument for educational AI and declined it for younger children, rather than banning a category it had not examined.
If you are a parent choosing for home use
| If your child... | The read |
| Is stuck on a specific topic | A purpose-built tutor. The refusal to answer is what makes it work |
| Wants homework done faster | Neither is the answer to that, and a general assistant will oblige |
| Is in primary school | Worth reading what New York concluded before deciding |
| Is older and studying independently | Either can work if they use it to check reasoning rather than produce it |
FAQ
Can ChatGPT be used as a tutor?
It can be prompted to withhold answers and ask questions instead, but that is a setting a student can drop at any time. A purpose-built tutor makes the constraint structural.
Why did New York ban AI tutors?
Its policy of 3 September bars student-facing generative AI including tutors from pre-K through 8th grade. The reasoning is not detailed publicly, and accompanying screen-time caps suggest developmental concerns rather than accuracy alone.
Does the ban apply at home?
No. It governs school use. Home use remains a parental decision.
