The new 30-day framework gives Anthropic a structured process — but it also formalizes the government's authority to delay or restrict future models. Constitutional AI and safety-first positioning make Anthropic the most aligned culturally with the framework, but also the most exposed to its enforcement mechanisms.
OpenAI — highest IPO timing risk: OpenAI's September 2026 IPO creates a specific vulnerability.
